Job Summary

UC Davis Health (UCDH) encompasses the School of Medicine, School of Nursing, Practice Management Group, Medical Center, and Research groups generating $1.7 billion in revenue and employing 19,500 staff, faculty and students. The UCDH Medical Center operates 625 licensed beds, and has 78,000 ED visits, 915,000 clinic/office visits, and 32,000 admissions annually. UCDH is highly digital in the delivery of patient care and other services and is greatly reliant on information technology. The mission of Information and Technology is to create and support an information technology environment that enhances the ability of the UC Davis community to teach, do research and provide public service. In support of the University’s mission, IT will deliver an infrastructure of technological services appropriate to the requirements of the campus community.

The incumbent is a senior leader of the IT management team and works directly with the CIO, CTO and other Senior and Executive IT and UC Davis Health leaders to provide strategic direction and tactical realization of technology capabilities for the IT Division and the health system as a whole.

This position oversees reports to the Chief Technology Officer (MGR 4). The incumbent, as Director of Client Services, leads and manages through subordinate managers the Architecture, Design, Engineering, Implementation, and Operational Support of all front-end enterprise technologies and platforms and associated processes and practices, including desktop and laptop computers, printers, scanners, MFD service and support computer Workstations on Wheels (WOW), mobile device management, identity and authentication technologies, Wide Area Networks, Local Area Networks, Wireless Local Area Network, Virtual Desktop Environment (VDI), and Enterprise Messaging. The Director of Client Services has significant responsibility to achieve broadly stated organizational goals through subordinate managers within the scope of Infrastructure Services for the health system, including but not limited to the management of services, staff, technology and projects.

Has significant responsibility for formulating and administering policies and programs, manages significant human, financial, and physical resources, and functions with a very high degree of autonomy. Oversees through subordinate managers the accountability and stewardship of department resources and the development of systems and procedures to protect organizational assets.

Participates with other senior leaders to establish strategic plans and objectives. Makes decisions on Information Systems matters and ensures achievement of objectives. Responsible for managing and directing a large department or campus wide, medical center or Office of the President program(s). Reviews and approves recommendations for operational planning and control. Erroneous decisions will have a serious impact on the overall success of department, division, campus, medical center, health system and UC Health at large, and up to the UC Office of the President.

Represents the IT Division and the health system to other UC campuses, the UC Office of the President, and to internal and external auditors regarding IT issues and events. Communicates and shares with other health system management relevant information and activities outside of UCDH.

  • Undergraduate degree in business, computer science, computer engineering, or similar areas (or a similar combination of training and experience).
  • Minimum of 10 years’ experience building and managing Information Technology organizations.
  • Extensive and in-depth knowledge of Information Technology principles, theories, and concepts to manage functional area(s) and provide solutions.
  • Knowledge of policies and procedures and ability to determine a course of action based on these guidelines.
  • Experience with supervisory and leadership techniques in managing technical staff.
  • Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies.
  • Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.
  • Experienced in leading change management activities and managing their impact across multiple organizations across division, college or institutional boundaries.
  • Excellent oral and written communication skills, including the ability to effectively present technical topics to large groups and senior management with potentially varied levels of technical sophistication.
  • Demonstrated experience developing and analyzing corporate strategy.
  • Demonstrated experience with senior management planning and budgeting.
  • Demonstrated leadership experience in an executive position.
  • In-depth knowledge of the applications programming development function and a broad knowledge of the IT organization.
  • Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies.
