NCSA is seeking an Assistant Director for Business IT to lead the Business IT group and be responsible for the strategic development, implementation, maintenance and operation of systems and solutions to support the mission of NCSA. This position will oversee and enhance the IT services and infrastructure provided to NCSA. This position also serves as a member of the NCSA Administrative Leadership Team.

Major Duties and Responsibilities

Technology Design, Development, Implementation, and Management

  • Provide strategic direction for NCSA’s use of business IT technology.
  • Direct and continuously adjust organizational resource allocations to align with strategic goals and service requirements. Define key challenges and leverage resources within and beyond the center solutions.
  • Oversee the engineering and development of new approaches, techniques, and/or applications that addresses complex problems from simple interfaces to powerful backend tools, both independently and in collaboration with team members.
  • Lead the employment of methodologies and development of code which support an environment of secure systems. This includes the design and develop security-oriented programs to defend against disruption or misdirection of services.
  • Oversee the design and support of common cyberinfrastructure for a broad range of communities within NCSA and the university.
  • Oversee the evaluation, installation, porting and support of applicable software on a variety of NCSA platforms and help users to utilize them effectively.

Administration and Supervision

  • Oversee operations of the Business IT group.
  • Set direction and create a program of initiatives to achieve strategic objectives. Maintain departmental effectiveness and efficiency by defining, delivering and supporting strategic plans for implementing information and communication technologies.
  • Supervise and lead Business IT group staff to foster a culture of innovation and high-level performance. This includes assigning project tasks, monitoring work, ongoing performance management, career development planning, and conducting annual performance reviews.
  • Guide group members in terms of developing software and tools, as well as in prioritization of deliverables and deadlines.
  • Supervise recruitment, development, retention, and organization of all group staff.
  • Update and maintain HR and budget documents pertaining to the group, including hiring plan, salary planner, annual budget, and funding structures.

Analysis and Evaluation

  • Lead the analysis and resolution of problems related to a functional component or service within the NCSA business computing environment.
  • Identify mid- and long-range opportunities and threats. Provide input and feedback to NCSA leadership regarding issues impacting the center and the campus.
  • Analyze and evaluate proposals affecting the center and communicate findings. Interact with managers and leaders in different areas of NCSA or campus to develop and/or implement workflows that promote best practices and improve operations.
  • Provide technical recommendations regarding the purchase of high-value equipment/services.
  • Provide technical recommendations regarding the optimal hardware/software to use for projects and decide whether to develop or procure software.


  • Six years of progressively more responsible work experience in an Information Technology (IT) related profession.
    • College course work with a concentration in Information Technology (IT), IT Management, or a closely related discipline may be substituted as follows: 
      • 60 semester hours or Associate’s Degree equals one (1) year,
      • 90 semester hours equals two (2) years,
      • 120 semester hours or Bachelor’s Degree equals three (3) years.
  • Two years of total work experience in a supervisory or lead worker capacity in an IT environment [in addition to required experience above].
  • Programming, database, Linux, and/or software development experience.


  • Advanced degree(s) in Computer Science, Information Management, or closely related field.
  • Seven (7) years of experience in any combination of: IT operations, business operations, software development, advanced computing, and/or scientific computing.
  • Advanced business analysis, project management, and/or IT support certification.
  • Experience working within a high-performance computing center, large research facility, or diverse IT organization.
  • Experience in data analysis, visualization, and/or infrastructure administration.

Knowledge, Skills, and Abilities:

  • Ability to interact and communicate effectively with staff, leadership, and relevant stakeholders, including other campus IT professionals and administrators.
  • Demonstrated capacity for advanced strategic thinking in IT service provision.
  • Demonstrated technical aptitude and understanding of information technology best practices.
  • Ability to analyze and solve problems related to functionality, capabilities, and interactions between major elements of a range of computing environments, and their impact on services.
  • An understanding of the strengths and weaknesses between varieties of novel approaches to software development and the ability to establish a software development effort, with the support of the software directorate and other developers across the center.
  • Ability to translate ideas into technical solutions.
  • Ability to create usable documentation and training.
  • Knowledge of and ability to utilize project management and business analysis skills/tools.
  • Familiarity with the University of Illinois technical community.

Position Information

This is a full-time (100%), twelve-month Civil Service IT Manager/Administrative Coordinator position. Salary is competitive and commensurate with qualifications. The proposed start date is as soon as possible after the closing date.
